Starting February 1, 2026, residents of Bucharest’s Sector 1 have a single point of contact with the local administration. Sector 1 City Hall has opened the Citizen’s Office, a centralized location that brings together several essential public services in order to reduce waiting times and eliminate the need to travel between multiple offices.

The new facility is located at 18–24 Mureș Street and is intended exclusively for Sector 1 residents.

One location for multiple Sector 1 City Hall services

By opening the Citizen’s Office, Sector 1 City Hall has consolidated the main departments that residents interact with most frequently. At this location, citizens can access service desks for:

  • local taxes and fees;
  • urban planning;
  • Local Police;
  • population records;
  • public utilities;
  • sanitation and environmental protection;
  • social assistance.

City Hall representatives state that the goal of this initiative is to simplify the relationship between citizens and the local administration by providing clear information directly from official sources and support for ongoing files.

Online appointments become the priority

As of February 1, 2026, access to service desks is prioritized for citizens with online appointments, in an effort to reduce overcrowding and waiting times.

Appointments can be scheduled via programare.primariasector1.ro, and confirmation is sent by SMS. Residents who arrive without an appointment may receive a queue ticket, but they will be served after those who booked online.

Services not available at the Citizen’s Office

Sector 1 City Hall notes that certain services continue to operate at separate locations. These include:

  • civil status services (birth, marriage, and death registrations, issuance of certificates, name changes, etc.), which are handled at the administrative headquarters on 17 Mareșal Averescu Boulevard (Buildings A and G);
  • issuance of identity documents, for which appointments must be made exclusively through the Ministry of Internal Affairs platform at hub.mai.gov.ro.

Opening hours and accessibility

The Citizen’s Office is open Monday to Friday, according to the following schedule:

  • Monday, Tuesday, Wednesday, and Friday: 8:30 a.m. – 4:30 p.m.;
  • Thursday: 8:30 a.m. – 6:30 p.m..

The building is easily accessible by public transportation. Bus lines 381, 686, and 642, trolleybus lines 86, 93, and 97, and the 1 Mai metro station on Line M4 serve the area.
