Water and wastewater tariffs – November 2025: Bucharest continues to have some of the most advantageous prices, while regional disparities remain pronounced

In November 2025, water supply and wastewater tariffs in Romania continue to show significant variation from one county to another, according to the latest data from the National Authority for the Regulation of Public Utility Community Services (ANRSC), aggregated by News.ro.

Key points

According to News.ro/tarife-apa, Bucharest remains among the major cities with the most affordable tariffs: the price for drinking water is 6.83 lei/m³ and for wastewater 3.60 lei/m³ — a total of about 10.43 lei/m³ (excluding VAT).

• In Prahova County, residents of Ploiești continue to benefit from the lowest tariff in the country – 6.88 lei/m³, excluding VAT, for water and wastewater services.
 • In Chiajna, Ilfov County, the tariff is 10.64 lei/m³, excluding VAT, for water and wastewater.
 • In Alba County, the local operator applies a tariff of 7.44 lei/m³ for drinking water, and 7.62 lei/m³ for wastewater treatment, both excluding VAT.

While the national average stands at 14.48 lei/m³, some localities have much higher tariffs: in Piatra Neamț, residents pay 18.6 lei/m³, and in Iași 18.24 lei/m³ for water and wastewater (all values excluding VAT).

These tariff differences are explained by:

• Operating and maintenance costs of the networks, including pumping, treatment, and aging infrastructure
 • Investments made: operators who have modernized their networks can maintain lower tariffs
 • Number of subscribers and population density: fewer users result in a higher unit cost
 • Exogenous factors: rising energy prices, equipment costs, need for rehabilitation works
 • Local/regional regulations and tariff strategies: each operator/region has specific legislative and implementation conditions
