Water and sewage tariffs in Romania: Bucharest and Ploiești among the most affordable. Significant price differences nationwide

Romania continues to register significant differences in water and sewage tariffs, depending on county and service operator. According to data published by the National Regulatory Authority for Community Public Utility Services (ANRSC) and presented graphically by news.ro, residents of Ploiești and Bucharest are among the most advantaged consumers in the country.

As of September 1, 2025, the lowest tariffs (excluding VAT) for water and sewage are:

  • 6.88 lei/m³ – Prahova, Ploiești (Apa Nova Ploiești)
  • 9.91 lei/m³ – Bucharest (Apa Nova București)
  • 10.64 lei/m³ – Ilfov, Chiajna (Veolia România)

By comparison, the national average stands at 14.48 lei/m³ (excluding VAT).

At the other end of the spectrum, consumers in some counties pay nearly three times more than those in Ploiești:

  • 18.60 lei/m³ – Neamț (Apa Serv Piatra Neamț)
  • 18.51 lei/m³ – Prahova (Hidro Prahova)
  • 18.24 lei/m³ – Iași (APAVITAL)

Tariffs also vary significantly across major cities:

  • Timișoara – 15.57 lei/m³
  • Buzău – 17.01 lei/m³, among the highest in the country
  • Brașov – 13.25 lei/m³, close to the national average
  • Constanța – 15.13 lei/m³
  • Bacău – 17.26 lei/m³

These figures confirm strong regional differences, showing that in some municipalities, tariffs exceed the national average of 14.48 lei/m³. Bills are shaped by factors such as network efficiency, pumping and treatment costs, as well as the level of investments made by operators.

In Bucharest, modernization works have helped keep tariffs relatively low compared to other major cities in Romania.
