Over 300 apartment buildings in Bucharest left without hot water. Which areas are affected?

Over 300 apartment buildings across all six districts of Bucharest and several economic operators will be without hot water this week, due to maintenance work on the city’s district heating system. Termoenergetica announced that the works involve the replacement, modernization, or repair of pipelines in the primary thermal network, as well as the connection of a thermal point in Sector 3.

The Municipal Company Termoenergetica Bucharest (CMTEB) S.A. announced on Monday that in the coming days, work will be carried out in several areas of the capital. The duration of interventions varies depending on the complexity of each task, according to News.ro. The following interventions will take place:

Sector 1

  • Primary thermal network – 800 mm pipeline, in the Calea Plevnei – Știrbei Vodă area:
    Repairs will require hot water supply to be cut off for 1 thermal point (25 blocks and 1 building) and 1 thermal module (Witting 42) from August 5, 2025, 09:00 to August 8, 2025, 23:00. This section was commissioned in 1994, meaning 31 years of operation.
  • Primary thermal network – 500 mm pipeline, in the Calea Griviței area:
    Deblocking and reintegration work on the primary network, conducted by TurboEnergy Power, between the connection chambers of the "I Grivița" and "J Grivița" thermal points. This will require hot water to be cut off for 5 thermal points (20 blocks/buildings and 1 industrial user) from August 4, 2025, 09:00 to August 8, 2025, 23:00. Commissioned in 1981 (44 years old).
  • Primary thermal network – 500/300 mm pipeline, also in Calea Griviței area:
    Similar work, conducted by ELSACO, between "CG35" and "C2 Grant" chambers, under Bucharest’s district heating system rehabilitation project – LOT 2, Objective 8, funded by POIM. This will affect 2 thermal points (58 blocks/buildings) from August 4–8, 2025. Commissioned in [year not specified, but implied to be decades old].

Sectors 2 and 3

  • Primary thermal network – 500/400/200 mm pipeline, Calea Moșilor area, Sector 2:
    Repairs will affect 7 thermal points (90 blocks) from August 4–8, 2025. Pipeline commissioned in 1988 (37 years old).
  • Primary thermal network – 600 mm pipeline, Mircea Vodă and Corneliu Coposu Boulevards, Sector 3:
    Repairs will affect 3 thermal points (24 blocks and 3 industrial users) from August 4–8, 2025. Pipeline commissioned in 1991 (34 years old).
  • Primary thermal network – 700 mm pipeline, Calea Vitan area, Sector 3:
    Repairs will affect 5 thermal points (35 blocks) from August 4–8, 2025. Commissioned in 1990 (35 years old).
  • Thermal point connection – 200 mm pipeline, Dumitru Petrescu point, Aleea Tomești, Sector 3:
    Repairs will affect 1 thermal point (15 blocks) from August 6–8, 2025. Commissioned in 1969 (56 years old).

Sectors 4, 5, and 6

  • Primary thermal network – 500 mm pipeline, Tohani Street, Sector 4:
    Repairs will affect 4 thermal points (36 blocks) from August 4–7, 2025. Commissioned in 1992 (33 years old).
  • Primary thermal network – 500 mm pipeline, Calea 13 Septembrie, Sector 5:
    Repairs will affect 3 thermal points (33 blocks) from August 4–8, 2025. Commissioned in 1987 (38 years old).
  • Primary thermal network, Aleea Bucșănești no. 1, Sector 6:
    Replacement of a 65 mm valve and part of a pipeline at Module E12 will affect 7 modules (T7, CC6, Z8, E11, E12, E13, E14) from August 5–8, 2025. Commissioned in 2009 (16 years old).
  • Primary thermal network – 500 mm pipeline, Arieșul Mare Street, Sector 6:
    Repairs will cut hot water to 4 thermal points (PT 1 Uverturii, PT 2 Uverturii, PT 2 Politehnica, PT LOC. ICAB) and 3 businesses from August 6–8, 2025. Commissioned in 1973 (52 years old).

According to CMTEB, the company’s dispatch centers and intervention teams operate continuously to resolve emerging issues.

They also note that initial deadlines for restoring service are estimates, given before the site is opened and the thermal galleries are uncovered. Actual completion times depend on the condition of the pipelines, which may reveal more damage than initially assessed.
