Organized crime group selling psychoactive substances in Bucharest and Ilfov dismantled by police

A criminal group selling psychoactive substances in Bucharest and Ilfov has been dismantled by police and prosecutors following a series of house searches. The substances, sold on the street for 15 lei per dose, were reportedly shipped from the Netherlands via international courier services. Heroin was also found during the searches. Five individuals were taken into custody, and two others were placed under judicial supervision.
According to the Romanian General Police Inspectorate (IGPR), the Bucharest Organized Crime Brigade, together with prosecutors from DIICOT – Central Structure, investigated the actions of seven individuals aged between 20 and 51, suspected of forming an organized criminal group and conducting illegal operations involving substances with psychoactive effects. One of the suspects, a 51-year-old woman, is also under investigation for high-risk drug trafficking.
The authorities say that since January 2025, five of the suspects had formed a family-based criminal group in Bucharest, later joined by two more people, with the goal of generating significant profits from selling psychoactive substances.
The group had a clear hierarchical structure and sourced banned substances both from Romania and the Netherlands, using international courier services. The group leader determined storage locations and how the substances were portioned for sale, while the others acted only under his orders, mainly handling street-level distribution.
In February 2025, the group leader was incarcerated to serve a previous sentence, and two other members took over some of his responsibilities.
Investigators found that the substances were relocated to avoid detection, and hidden in various sites in Sectors 4 and 5 of Bucharest. The drugs were sold directly on the street, with shifts organized throughout the day to ensure continuous distribution.
Authorities recovered several quantities of illegal substances, including N-Ethylnorpentedrone and heroin.
The nine house searches conducted on June 12 in Bucharest led to the seizure of approximately 6 kilograms of psychoactive substances stored in various bags, 85 packets of pre-portioned drugs, several tablets, items with drug residue, over 14,000 lei in cash, documents, and other evidence.
All seven suspects were detained. For five of them, prosecutors have requested pre-trial detention, while the other two were placed under judicial control.
