Number of residential building permits on the rise nationwide — what the numbers say for the capital

According to data released by the National Institute of Statistics (INS), 14,134 construction permits for residential buildings were issued in the first five months of 2025, marking a 0.6% increase compared to the same period in 2024.

Between January 1 and May 31, 2025, notable increases were recorded in the following development regions:

  • West (+166 permits)
  • Center (+70)
  • North-West (+68)
  • South-East (+36)
  • Bucharest-Ilfov (+30)
  • South-West Oltenia (+14)

Meanwhile, decreases were registered in:

  • North-East (-249 permits)
  • South-Muntenia (-51)

May 2025 vs. April 2025: Construction activity gains momentum

In May 2025, a total of 3,364 building permits for residential structures were issued, a 7.1% increase compared to April. The total usable area associated with these permits reached 752,850 square meters, up by 14.1% from the previous month.
Rural areas accounted for 70.9% of all residential building permits issued in May.

Regionally, the growth in residential permits compared to April was driven by:

  • North-East (+52 permits)
  • Center and Bucharest-Ilfov (+46 each)
  • South-West Oltenia (+45)
  • South-Muntenia (+29)
  • West (+4)
  • South-East (+2)

The number of permits in the North-West region remained unchanged.

In the same month, 576 permits for non-residential buildings were issued, a 13.6% increase over April 2025. The total usable area covered by these permits surged by 29.8%, reaching 354,163 square meters, up by 81,339 square meters from the previous month.

Territorially, this rise in non-residential space was driven by:

  • North-East (+83,757 sqm)
  • West (+20,488 sqm)
  • South-Muntenia (+5,879 sqm)

Decreases in non-residential building surface area were recorded in:

  • South-East (-10,139 sqm)
  • Bucharest-Ilfov (-9,056 sqm)
  • South-West Oltenia (-5,986 sqm)
  • Center (-2,486 sqm)
  • North-West (-1,118 sqm)

May 2025 vs. May 2024: Year-on-Year growth in residential and non-residential sectors

Compared to May 2024, May 2025 saw a 10.3% increase in residential building permits and a 7.8% increase in total usable area.

This positive trend in residential permits (+314 permits) was most evident in:

  • Bucharest-Ilfov (+74 permits)
  • North-West (+58)
  • West (+49)
  • Center (+46)
  • South-Muntenia (+45)
  • South-East (+25)
  • North-East (+17)

The number of residential permits in South-West Oltenia remained unchanged.

In the non-residential sector, May 2025 recorded an 11.6% increase in permits issued and a 36.1% surge in usable area, compared to the same month in 2024.

The additional 94,009 sqm of usable space came mainly from:

  • North-East (+77,307 sqm)
  • West (+31,187 sqm)
  • South-Muntenia (+26,150 sqm)
  • Bucharest-Ilfov (+6,886 sqm)
  • South-West Oltenia (+2,924 sqm)

Declines were observed in:

  • Center (-33,308 sqm)
  • North-West (-12,426 sqm)
  • South-East (-4,711 sqm)
