ANALYSIS: Home sales dropped by 3.4% nationwide and by 7.9% in Bucharest and Ilfov in the first half of the year

Approximately 74,500 residential units were sold nationwide in the first six months of this year, representing a 3.4% decrease compared to the same period in 2024. Meanwhile, home sales dropped by 7.9% in Bucharest and Ilfov, where almost 25,700 residential units were sold in the first half of the year, according to an analysis by real estate consultancy firm SVN Romania, based on data from the National Agency for Cadastre and Land Registration (ANCPI).
“Approximately 74,500 residential units were sold nationwide in the first six months of this year, marking a 3.4% decline compared to sales recorded in the first half of 2024,” states the SVN Romania analysis.
In Bucharest and Ilfov, nearly 25,700 residential units were sold, which is a 7.9% drop compared to the first half of last year. This regional decline was primarily due to a roughly 10% decrease in sales in Bucharest, while in contrast, residential sales in Ilfov increased by 5% in the first semester of 2025 compared to the same period in 2024.
These differing annual trends between the two areas can also be explained by a drop in the supply of new homes available for sale in Bucharest, alongside an increasing number of housing units being delivered in the nearby localities surrounding the capital.
“2024 saw the lowest number of completed housing units in Bucharest and surrounding areas in the past five years, and for 2025, we expect a similarly low volume of deliveries. This is already having a negative impact on housing sales in the region. The decline in deliveries is the biggest problem for the residential market in Bucharest. Nationally, for example, in Cluj-Napoca — a regional market with higher average prices than Bucharest — more homes were sold in the first half of 2025 than in the same period in 2024. Unfortunately, the delivery situation in Bucharest is unlikely to improve in the short term,” said Andrei Sârbu, CEO of SVN Romania.
Constanța became the largest regional residential market (excluding the Bucharest–Ilfov area), with 23.6% more homes sold in the first half of 2025 compared to the same period in 2024. Timiș ranks next, although sales there dropped by 4.5% year-on-year.
Cluj follows, with 12.7% more residential units sold in the first half of this year compared to the same period in 2024, while Brașov recorded a 9% decrease in sales.
