Parents who have not yet secured a kindergarten place still have an important opportunity before the beginning of the 2026–2027 school year. After the first two enrollment stages, any remaining places can be allocated during the adjustment stage, scheduled for August 17–27, 2026.

The list below includes public kindergartens and the main state-run institutions providing preschool education that appear in the official school networks approved for 2026–2027. It is based on official decisions issued by Bucharest’s six district authorities, rather than older directories or commercial listings.

A school’s inclusion in the official network means that it is authorised to operate during the 2026–2027 school year, but it does not necessarily mean that places are still available. Parents should check availability directly with the institution’s administrative office. For buildings undergoing renovation, they should also confirm the address where classes will actually take place.

Which children can be enrolled in kindergarten?

Preschool groups are intended for children aged between 3 and 6, subject to the number of approved places. Children aged 4 are given priority for the middle group, while children aged 5 are prioritised for the final preschool group.

Two-year-olds may be admitted to preschool in certain circumstances, provided that places are available and the institution can organise the group under the conditions established by law. For children under the age of 3, parents should primarily look for ante-preschool groups provided by nurseries or kindergartens that also offer the “APRE” level.

Parents may apply to a kindergarten located close to their home, registered residence or workplace. However, there is no compulsory catchment area similar to the one used for primary school enrollment.

Public kindergartens in Bucharest, by district

In official documents, the abbreviation PRE indicates preschool education, while APRE or ANTE refers to ante-preschool education. Some kindergartens have their own legal and administrative status, while others operate as branches of a larger kindergarten, school or high school.

Where an institution has several locations, a child is not automatically assigned to the building preferred by the family. Parents should ask the administrative office where the group they are applying for will actually operate.

District 1

The main public kindergartens with their own administrative status in District 1 are:

The special education network also includes Special Kindergarten for Hearing-Impaired Children No. 65, located at 24 Nicolae Caramfil Street.

District 2

Public kindergartens with their own administrative status in District 2 include:

Kindergarten No. 187 is included in an expansion project intended to increase capacity and introduce nursery groups. Parents interested in this institution should confirm with the administrative office which buildings and groups will actually be available at the beginning of the school year.

District 4

In District 4, several kindergartens operate in networks consisting of a main location and one or more branches:

The kindergarten appears in the 2026–2027 network as a branch of School No. 136, so parents should ask the administrative office for the physical address where the group will operate during the new school year.

District 6

District 6 has one of the largest networks of public kindergartens with their own administrative status. The following institutions are included for the 2026–2027 school year:

“Paradisul Piticilor” Kindergarten is listed as providing both preschool and ante-preschool education. The other institutions in the main list provide preschool education.

How to submit the enrollment application

The application may include three preferred institutions, listed in the family’s order of preference. If the application is not accepted by the first institution, it may be assessed by the second and then by the third, subject to available places.

The application file generally includes:

• the standard enrollment form;
• a copy of the child’s birth certificate;
• copies of the parents’ or legal representative’s identity documents;
• employment certificates, especially when applying for an extended-hours group;
• a certificate showing the period of parental leave, where applicable;
• documents proving the family’s home address or registered residence;
• supporting documents required for the selection criteria;
• documents concerning parental authority in the case of divorced parents.

Applications submitted electronically or by post must be validated at the educational institution. The parent must present the original identity document and the child’s birth certificate. A telephone appointment for validation does not provide priority and does not amount to pre-enrollment.

Before the beginning of the school year, parents must also provide a certificate from the family doctor, an epidemiological clearance and proof of vaccination, under the conditions communicated by the institution.

What criteria apply when applications exceed the number of places?

Age is one of the main criteria. Children who have turned 4 or 5 by September 1 are prioritised, as the authorities aim to include the entire generation in the middle and final preschool groups.

Other factors may include:

• proximity to the parent’s home, registered residence or workplace;
• whether both parents are employed;
• single-parent status or a family with at least three children;
• whether a sibling already attends the same institution;
• whether the child is under guardianship or special protection;
• whether the child has a disability;
• unemployment, retirement or disability affecting a parent;
• specific criteria approved by each kindergarten.

Institution-specific criteria are displayed by each kindergarten and are applied after the general criteria. The order in which applications are registered does not replace the official selection criteria and should not encourage parents to queue before enrollment begins.

What can you do if your child was not allocated a place?

The adjustment stage is intended for children who did not participate in the first two stages or were not allocated a place. Applications are resolved based on the remaining places and any additional capacity approved by the Bucharest School Inspectorate.

Children aged 4 and 5 who are still not enrolled are given priority. Applications for two-year-olds may also be considered, but only where places are available and the legal requirements for organising such groups are met.

Before submitting another application, parents should consult the list of available places published after the second stage and contact the selected institutions. A kindergarten may appear in the official school network and still have no remaining places for the requested age group.
