Bucharest ranks 214th in the 2026 Global Cities Index, compiled by the international research and consultancy company Oxford Economics. The Romanian capital achieves its best result in the Economics category, where it ranks 111th worldwide. Environment is the category in which the city performs least favourably, ranking 419th.

Romania is also represented by Iași, which ranks 486th. These are the only Romanian cities included in the 2026 edition of the index, which assesses 1,000 major urban centres around the world. New York, London and Paris occupy the top three positions.

The economy is Bucharest’s main advantage

The Romanian capital receives an overall score of 62 out of 100 and ranks 214th in the final index. Its strongest result is in Economics: 111th place and a score of 61.2 points. This category assesses the size of the economy, gross domestic product growth, economic stability, GDP per capita, employment growth and economic diversity.

Bucharest ranks 234th for Quality of Life and 346th for Governance. Human Capital places the city in the 375th position, while its Environment result drops to 419th. The latter category does not refer exclusively to air pollution. It also covers access to green spaces, emissions, climate risks, resilience and sustainability initiatives.

“People are drawn to economic prospects. Large cities offer better educational opportunities,” Adrian Dan, a sociologist at the University of Bucharest, explained to Știrile ProTV.

Iași performs better in Environment but falls behind in Human Capital

Iași ranks 486th overall, with a score of 41.8 out of 100. Of the five categories assessed, the city achieves its best position in Environment, where it ranks 278th, ahead of Bucharest. Iași receives 72.2 points in this category, compared with 67.7 points for the Romanian capital.

Iași ranks 398th in Economics and 472nd in Quality of Life. The city shares the same Governance ranking as Bucharest: 346th. The largest difference appears in Human Capital, where Iași occupies the 808th position. This is the category that has the greatest negative impact on its overall result.

Human Capital does not measure only the presence of universities or the number of students. Oxford Economics includes the population’s educational attainment, the size and growth of the workforce, the employment rate, the skills base, university quality and a city’s ability to attract and retain skilled people. Consequently, Iași’s strong academic profile is not enough to automatically secure a high position in this category.

How the Oxford Economics ranking is compiled

The Global Cities Index is neither a survey of tourists’ favourite destinations nor a ranking based exclusively on residents’ opinions. It is an analytical tool that compares cities across five categories: Economics, Human Capital, Quality of Life, Environment and Governance.

Each category receives a score from 0 to 100, with 100 awarded to the strongest performer in the dataset. The scores are then combined into an overall result. The company uses both standardised data and its own economic forecasts, meaning that the assessment considers the cities’ current position and their potential future development. The Quality of Life category examines income, inequality, housing costs, life expectancy, crime and access to cultural or recreational amenities, among other indicators. Governance covers institutional stability, the rule of law, regulatory quality, government effectiveness and civic infrastructure.

New York, London and Paris lead the global ranking

New York takes first place and receives the maximum overall score of 100 points. London follows with 98.8 points, while Paris ranks third with 93.4 points. Seattle, San Francisco, Dublin, Boston, San Jose, Tokyo and Zurich complete the global top ten.

According to Oxford Economics, European and North American cities occupy 78 of the first 100 positions. The company also notes the growing influence of major Asian urban centres, supported by productivity gains, the development of local economies and rising incomes.

What Bucharest’s position actually shows

Bucharest’s 214th position places the city in the upper part of the global ranking, but this does not mean that every aspect of life in the Romanian capital receives a favourable assessment. Its economy supports the overall result, while Environment and Human Capital reveal areas in which the city continues to lag behind many of the urban centres assessed.

The index should not be interpreted as an absolute measure of residents’ satisfaction either. It combines economic, social, institutional and environmental data, while the final result depends on the methodology employed. The conclusion for Bucharest is clear: the city has an internationally competitive economy, but its economic advantage does not eliminate the challenges associated with the environment, attracting talent and the way the city functions.
