In recent years, Romanian authorities have developed an increasing number of digital platforms to make it easier for citizens to pay taxes and fees without visiting public offices or spending hours in line. Residents of Bucharest, as well as those from other regions, can now pay property taxes, car taxes, local fees, or fines directly from their phone or computer — in just a few minutes.
This guide explains, step by step, how to make online payments, which platforms are available, and what advantages come with choosing the digital option.
Main platforms for paying taxes and fees online
Ghișeul.ro – the national electronic payment system
Ghișeul.ro is Romania’s most widely used platform for paying taxes and fees. Managed by the Romanian Authority for Digitalization (ADR), it allows citizens to pay both local and national taxes, including:
- property and land taxes,
- car taxes,
- stamp duties,
- traffic and administrative fines,
- fees for passports, driving licenses, or vehicle registration certificates.
To use the platform, you need to create a personal account on www.ghiseul.ro
. Registration can be done online using your email and personal identification number (CNP), or via an access code issued by your local town hall. Once logged in, the system automatically displays the amounts owed, and payments can be made by card with no additional fees.
Advantages:
- available 24/7;
- payments are instantly recorded in the local authorities’ system;
- you can view your payment history and download digital receipts.
Local platforms of Bucharest’s district town halls
In addition to Ghișeul.ro, each of Bucharest’s district town halls has its own online portal for local tax payments. These platforms are interconnected with the national system but also offer additional services, such as requesting fiscal certificates or booking appointments for document submission.
Examples:
- District 1: impozitelocale1.ro
- District 2: impozitelocale2.ro
- District 3: ghiseul3.ro
- District 4: taxe4.ro
- District 5: plati.sector5.ro
- District 6: taxelocale.primarie6.ro
These local portals allow users to:
- pay local taxes and fees,
- check the amounts owed,
- request exemptions or discounts for specific categories (pensioners, veterans, persons with disabilities),
- download electronic receipts and payment confirmations.
To log in, you’ll need your CNP (personal identification number), ID number, and email address. Some district platforms also support authentication via ROeID, Romania’s new national digital identity system.
Step-by-step guide to paying taxes online
- Check your balance – visit your district’s portal or Ghișeul.ro to see the amounts owed.
- Select the tax type – you can choose to pay all taxes at once or only specific ones.
- Enter your payment details – verify your personal ID and property or vehicle information.
- Pay by card – the transaction is securely processed via a 3D Secure payment system.

Other digital payment methods
In addition to public platforms, some banks integrate directly with local tax systems. For instance, clients of BCR, Banca Transilvania, ING, Revolut, or Raiffeisen Bank can view and pay taxes directly within their mobile banking apps, without manually entering data.
Those who have an account with ANAF (the National Agency for Fiscal Administration) can also use the SPV – Private Virtual Space portal to pay income taxes, contributions, and other fiscal obligations online, either by card or bank transfer.
Deadlines and available discounts
Local taxes for the current year can be paid in two installments:
- by March 31 (first installment),
- by September 30 (second installment).
If you pay the full amount by the end of March, you receive a 10% discount, valid in all Bucharest districts and in most city halls across the country.
Advantages of paying online
- No queues, no wasted time – everything can be done in just a few minutes, from anywhere.
- Safety and transparency – transactions are instantly confirmed and automatically registered in the town hall’s database.
- Permanent access to your tax status – you can check your history and outstanding amounts anytime.
- You can pay on behalf of others – for example, for elderly parents or relatives.
The digitalization of Romania’s tax system has significantly simplified how residents of Bucharest and the rest of the country can pay their taxes. With tools like Ghișeul.ro and local town hall portals, taxpayers can now avoid long lines and save valuable time.
Online payment has become not only the fastest option but also the safest and most efficient one — marking an important step toward a modern and accessible local administration for everyone.
